One of the United Nations Millennium Development Goals is to achieve universal primary education, and this past week we learned a couple of the reasons why this (and reaching the other goals) has been so hard in Vietnam. The class was lucky enough to meet with the esteemed researcher Christophe Robert, a Vietnamese studies expert, and learn about what issues there are in Vietnam. The one that struck me the most was the access (or lack thereof) to education in the country. In my chat with Lan last week, I learned that education, even at the primary level, is not free in the country. Despite being a country with rapid development in the past decade or so, it has chosen to focus on economic growth and development instead of areas where support is lacking, such as education or infrastructure.
An interesting point that Christophe highlighted was that part of the problem is the discrimination in the country between those who are ethnically Vietnamese, and those of another ethnicity (ie the Hmong people). This discrimination between groups plays a role in what jobs someone can have, where they live, and definitely how much education they receive. In terms of education people who aren’t ethnically Vietnamese are not only at a disadvantage because of their heritage, but also because they speak a different language entirely, and it makes it difficult to give them a promising future because they don’t grow up knowing Vietnamese. So, the question that keeps running arround in my mind is, how can these people living in the poorest regions of Vietnam gain an education in their mother tongue that provides them at least basic knowledge of Vietnamese to help reach the UN’s goal?
To answer this my only solution seems to be government intervention; provide teachers a decent salary to teach in these regions, and make universal primary education one of their goals. However, at this moment I believe that the rate of growth that Vietnam has been experiencing has been a little overwhelming on the government.
As much as they have been spearheading economic growth in the cities (as seen in the picture with people staring ahead, smiling with construction in the background) they do not seem to share that same sense of urgency to address other issues in Vietnam.
So, maybe Vietnam will take the growth in stride, or maybe the growth will overwhelm them and give them more issues than benefits, the only way to know for sure is to return to Vietnam in a few years time and do this trip all over again, because the time spent here over the past 3 weeks has been phenomenal.
