Director of Community Services, Social Work Community Outreach Service, University of Maryland-Baltimore

The Social Work Community Outreach Service (SWCOS)  is a 20-year old, endowed, nationally-recognized program within the UM SSW. SWCOS trains students to be community practitioners(overseeing about 60 students in field placements each year), operates five community schools, runs AmeriCorps programs (e.g., Public Allies), helps organize communities; directs organizational capacity building efforts, and leads efforts at community-university engagement. SWCOS has a staff of approximately 20 grant-funded faculty supported by foundations; local, state, and federal agencies; and other partners.

The UM SSW is located on an urban health and human services campus in Baltimore and ranks among the top 20 schools of social work in the U.S. The school has an enrollment of over 900 MSW students, with over 700 of those students placed in agency-based field instruction sites each year. The Director of Community Services fulfills an important role in supporting the central leadership role in the provision of services to individuals and families in the community, and in the training of MSW interns as a part of the operation of the School’s field education program.

The Director of Community Services is a faculty position, which oversees the training of all MSW interns in SWCOS agencies and all services with individuals and families in the communities in which SWCOS works, including five community schools, mental health services, and homelessness assistance in the community. The focus of the Community Services department is to help individuals and families meet their basic needs and advocate to improve their communities, and to provide MSW students with direct service training and experience in the community.

KNOWLEDGE, SKILLS, AND ABILITIES:

*         Demonstrated experience with and knowledge of working with individuals and families in low-income communities; ability to speak fluently about how issues of race, poverty, inequality, power and privilege impact the lives of individuals and families; ability to speak fluently about issues of empowerment

*         Experience with community schools (strongly preferred)

*         Experience supervising social work students in field placements

*         Knowledge of best and evidence-based practices in direct services, as well as relevant federal, state, and local rules, regulations and programs/policies utilizing proper application of diagnostic and intervention tools

*         Demonstrated ability to continuously seek improvements in order to support the goals and strategic mission of both the program and the larger organization

*          Strong interpersonal skills; ability to effectively interact with a diverse array of individuals and groups, including school principals, teachers and staff, students, families, community members, partner organizations, and funders

*         Ability to communicate abstract or complex ideas and to seek buy-in and/or consensus

*         Ability to use measurable and verifiable information for resolving problems and facilitating decision-making processes

*         Excellent organizational and project management skills; ability to manage situations with tact, diplomacy, understanding, and fairness

*         Demonstrated leadership ability and effective oral and written communication skills

*         Demonstrated ability to create and maintain budgets and other management tools

*         Ability to maintain confidentiality of client information in accordance with professional standards, HIPAA (Health Information Portability & Accountability Act) and FERPA (Family Education Rights and Privacy Act) and state regulations

*         Proficient in information technology word processing, spreadsheets, and databases

*         Ability to independently review and authorize documentation of others for reimbursement of mental health services (preferred)

*         Spanish-speaking (preferred)

MINIMUM QUALIFICATIONS:

*         Masters Degree in Social Work (MSW)

*         Licensed as Certified Social Worker – Clinical (LCSW-C) in the State of Maryland

*         State of Maryland Board Approval as a designated supervisor

*         Five (5) years post – licensure (LCSW-C) experience in areas of treatment, including responsibility for training, supervision, and program management
